Windsurf — now Devin Desktop after Cognition's acquisition — makes a different bet from Cursor. The editor is still there, but the default surface is an Agent Command Center that orchestrates agents (Devin Local, on the SWE-1.6 model) across your codebase. At $20/mo it is priced level with Cursor, so this is no longer the budget pick; it is a bet on an agent-first workflow versus Cursor's editor-first one. The core multi-file capability is strong and the gap to Cursor is small, so pick it if the agent-orchestration model fits how you work, and Cursor if you want the biggest extension ecosystem and an editor-first default.
